Winter and mountain roads

A cleared motorway and a mountain pass are different roads. The tyre rule is a date range. The pass is a weather report.

Tyres, 15 November to 1 March
Article 139 of the Road Traffic Act, in the form amended for this rule, requires that in this window the vehicle use tyres intended for winter conditions, or tyres whose tread is at least 4 mm. The rule is aimed at the cold season on the public road, not only at a morning when snow is already falling in Sofia.
Summer tyres with plenty of tread can still be the wrong tyres if they are not accepted as suitable for winter conditions. The precise wording is in the Act, and it is amended from time to time. A fine exists for getting this wrong. The amount is not reprinted here because it moves. Depth is measured in the real grooves, not remembered from the day the tyres were new.
Chains are a separate, local instruction. When a sign or an order requires them, the general tyre rule does not replace them. Carry them on a day when the forecast for the pass, not the forecast for the city, says you might.

Passes are a morning, not a season
Three crossings come up again and again because they sit on routes people use when the motorway does not: Shipka, between the Gabrovo side and Kazanlak; the Troyan pass, Beklemeto, between Troyan and the Karnare side; and Petrohan, on the road between the Montana / Berkovitsa country and the Sofia side. Roads in the Rhodopes and approaches to Rila and Vitosha do the same thing on a smaller scale. They can be open, slow, or shut on the same date in different years.
Do not treat a list like that as a closure list. Treat it as a list of places to check on the morning you travel, with the Road Infrastructure Agency’s condition reports and a forecast, not with a page published in September. A minister’s winter update about snowploughs on Trakia does not describe a gorge road at the same hour.

After the exit
Trakia sits lower and busier. It can be wet and fast while a pass north of it is iced. Hemus, where it exists, is more exposed in places and still dumps you onto ordinary roads in the middle of the country. The end-of-motorway sign is the moment the speed table changes and the weather usually gets more local. Read where the network breaks before you assume the whole route is one surface.
For a lorry, a signed ban or a 12-tonne restriction in a snow order matters more than the general 100 km/h motorway figure. For a motorcycle, this season is often a reason not to be on the pass at all. Both are in their own guides: freight and two wheels.

Before the pass, not at the last village if you are unsure the station is open.

Leave so that a closure means a turn-back, not a night on the carriageway.
Blanket, water, and a charged phone are sensible on a mountain day. They are not a legal kit list, and they do not make a closed road open. Conditions outrank this page.
