Similarity of the name bgtol to the toll system is not affiliation.

A sign, a police direction, a temporary order, and the current text of the law outrank any sentence here. Weather and a closure outrank a description of a pass. Public remarks about a motorway opening in a future year are plans, not a statement that the road is open.
